Cap is reporting rather often, it seems, on these particular blocking patterns and the meridional jet stream resulting in excessive wintry conditions persisting in a lot of northern hemisphere areas. (I can’t quantify it, but is volcanic activity on the increase, too?)
Seems to me this extension of wintry conditions into the spring months are what one would expect if descending into a period of significantly reduced solar activity.
